A mad guy runs on the beach with his car threatening people's lives

This guy could have killed people on the beach due to being drunk and in a state of dire arrogance, but he is freed under bail even before spending time in a police cell I would presume. The police did not have any grounds to object? Did they not find that such a person might try to influence witnesses and public officers?

Recently I read an article where a normal citizen got some problems with a policeman on the road because of his broke car causing circulation problems....The guy was accused of attempt to murder on a policeman. Numerous such trivial cases exist in Mauritius where the police would object without ground to bail motions of people. 

I also deplore the first article of press where the guy (journalist) refrains beautifully to put the name of the guy and of the casino whereas for other citizens they do not hesitate to put names sometimes without verifying their facts and information. I call this cheap journalism in Mauritius. By the way I also noted that anyone can be hired as journalist these days. What a shame.
